Process Safety SME

 

Mission

The Process Safety Subject Matter Expert is responsible for championing Process Safety and to ensure safe refinery operation. To this end, he/she implements a Process Safety Management and Governance Structure and is the custodian of critical Process Safety work processes.

He/she drives cultural change to enhance Process Safety awareness and knowledge for refinery staff and management. In addition, he/she, assures Process Safety project development and implementation.

The Process Safety SME is responsible for providing discipline advice to all refinery departments.

 

What You'll Do

  • The Process Safety SME will be responsible for developing, recommending, and implementing programs and procedures that will ensure recognition, measurement, evaluation, and control of potential major health and safety hazards;
  • To this end, he/she:
    1. Implements a Process Safety Management structure and sets up a steering committee;
    2. Creates a Process Safety dashboards which include the elements related to inspection back-log, process safety incidents investigation, Permit to Work, HAZOP review programme, and progress approved MOC’s;
  • Set-up and manage LOD 1  and LOD 2 programs;
  • The SME is the custodian of the MOC and safe isolation systems and is responsible for the adherence to the relevant procedures;
  • The Process Safety SME shall support/coach Process Engineers within the organization, and other relevant disciplines in order to implement the latest industry best practices;
  • The Process Safety SME will set and guard the standard of initiated/ongoing safety studies and lead or participate in major loss and fire prevention studies covering safety management, process safety reviews, fire prevention, quantitative risk analysis and behavioral safety to ensure minimization of losses and major accident prevention;
  • The Process Safety SME is expected to collaborate with Area and Project Representatives and other Subject Matters Experts on technical matters related to safety, fire and loss prevention;
  • The Process Safety SME is responsible for maintaining the knowledge standard within the organization. This by reviewing gap analyses and implement findings in the organisation.

 

What You'll Need

  • Level of thinking is equivalent to a master’s degree in Engineering, Sciences or related discipline. Experienced facilitator of qualitative and quantitative risk assessments (e.g., What-If, HAZOP,  SIL, BowTie, etc.). Specialized training and certification on Process Safety is an advantage (e.g. IFP, IChemE, AIChE, EEMUA, OSHA, NEBOSH HSE, other). HAZOP leader certification is preferred;
  • Minimum of 12 years of relevant and practical experience in Process Safety, within the chemicals or oil and gas industry. The experience should cover areas such as operations, maintenance, plant engineering, safety program development, and process safety management. Demonstrated hands on experience is essential;
  • Demonstrated leadership skills, excellent ability to communicate in technical English with peers as well as members of management;
  • To maintain a good working relation with internal and external stakeholders;
  • Knowledge of international codes and standards, engineering practices and principles, as well as industry fire codes and safety standards (e.g. API, NFPA, OSHA);
  • Knowledge of Process Hazard Analysis techniques is essential: What-if, HAZID, HAZOP, QRA, Bowtie, LOPA, SIL methologies is essential;
  • Process Safety and Hazards Control: manage and give direction for company in all matters concerning process / technical safety;
  • Identify the organization’s HSE policies and the implications for business operations when implementing them. Arrange solutions to unusual and complex problems with significant business impact during the implementation of HSE policy;
  • Ability to determine to most efficient means of communication of safety policy within the organization, this covers ability to inform, advise and enthuse or support;
  • Ability to work in a multicultural environment and determined to overcome significant challenges;
  • Application of Safety Techniques for Hazard and Effect Management (HEMP): develop or adapt HEMP techniques to meet new situations;
  • Safe Systems of Work: implement Safe Systems of Work through inspections, behaviour based safety management, and administrating permits to work. Manage Job Hazard Analysis and safety reviews in complex areas and develop training packages and controls;
  • Plan and lead an effective process safety improvement program through influencing behaviours;
  • Custodian and manager of the Management of Change System;
  • Manages the Workplace Hazards Control by distinguishing workplace safety problems and advise on effective solutions;
  • Management of Fire and Explosion Risk and Control by ensuring a strong local fire and explosion strategy and confirm compliance with required standards;
  • Ensure Construction and Demolition Safety by development, implementation, and management safety related procedures;
  • Ensure that Radiation and Radioactive Sources hazards and classification are well controlled in accordance with regulatory requirements;
  •  Fluent to communicate in Portuguese or Spanish is preferred;
  • Fluent to communicate in English.
