Maintenance & Operations Optimization Engineer SME

MIssion

The Maintenance & Operations Optimization Engineer SME, reporting to the Sines Refinery Operations & Maintenance Manager shall provide strategic advice and support aimed at improving overall maintenance performance, asset integrity and plant availability, whilst maintaining safe, reliable, and energy-efficient operation. The position is intended to be a support role to the existing operations and maintenance organisations but will be responsible for developing and implementing a maintenance improvement programme across the refinery and associated facilities.

The Maintenance Optimization SME, in consultation with the Engineering function, will also advise on small projects/plant changes with respect to the expected performance of new and/or upgrading of existing equipment including the development of additional maintenance strategies. In addition, the position will interact with PO for all major Industrial Business Unit projects, including advice on plot layout and accessibility, model reviews, equipment selection, spare parts etc. and provide maintenance input to the development of Operations Readiness Plans. As SME, the position will be recognized in the Technical Assurance Framework.

The Maintenance Optimization SME will provide maintenance advise to the team of Discipline Engineers/SME’s (based in the Engineering organization) who will interact routinely with plant operations, maintenance execution, and other engineering personnel to provide “hands-on” field-engineering and troubleshooting technical guidance.

The position emphasizes leadership, teamwork, communications, planning (including Turn Around activities), deep and comprehensive knowledge across maintenance/engineering disciplines, support to reliability, operational excellence programs and integrity studies.

The Maintenance Optimization Engineer SME, together with the Maintenance Execution Manager shall be responsible for providing maintenance advice to all refinery departments.

 

What You'll Do

  • Development and implementing business and performance management plans to improve overall maintenance and asset performance. This includes plant operating availability, reliability and efficiency to maximize production flexibility and agility, whilst safeguarding asset integrity and HSE obligations.;
  • Measure/report performance against agreed standards. Equipment performance may be benchmarked with industry standards and needs to comply with legal requirements. The development of spare part requirements and contract strategies is part of these strategies;
  • Support maintenance contracts management (Cost & performance);
  • Support the safe, reliable and energy efficiency of operations in all refinery processes;
  • Define maintenance strategies and standards including performance requirements for all critical process systems and equipment at site.
  • Develop and implement a productivity improvement program to improve overall workplace efficiency.
  • Improve contractor performance (Routine and Turn Around) through introduction of globally benchmarked work norms and performance-based contracts.
  • Interface with the Project Office to ensure maintenance considerations are included in development of projects.
  • Initiate and lead activities to continuously improve maintenance cost effectiveness and plant availability.
  • Ensures that all key documentation required to support maintenance activities are stored in the CMMS/SAP such as detailed drawings, P&ID’s, Data Sheets, Technical Manuals and Procedures, including repair procedures.

 

What You'll Need

  • The preferred candidate should possess a recognized engineering degree or equivalent qualification. A Chartered Engineering registered with a professional institution or equivalent professional body. In addition, the candidate should have in-depth knowledge and experience of Maintenance Management and Engineering activities (Routine and TA).
  • Minimum of 5 years demonstrated experience in maintenance, engineering and operations within the chemicals or oil and gas industry, preferably downstream manufacturing facilities.
  • The experience should cover areas such as operations, maintenance  and process safety management.
  • Demonstrated ‘hands-on’ experience with proven leadership and team working capability is essential.
  • Sufficient knowledge of discipline industry standards and procedures related to reliable operations, safeguarding and design.
  • Sound knowledge of all aspects related to safe operation and maintenance of major equipment.
  • Knowledge of International Codes and Standards, engineering Practices and Principles within the field of equipment engineering and relevant technologies.
  • Sufficient knowledge of CMMS systems to ensure efficient use for maintenance planning, execution and performance analysis.
  • Proven ability to plan and lead effective maintenance efficiency improvement programs.
  • Ability to work in a multidisciplinary environment.
  • Ability to maintain good working relations with internal and where needed with external stakeholders such as the authorities.
